I used to work at Facebook. I joined Facebook because I think Facebook has the potential to bring out the best in us. But I’m here today because I believe Facebook’s products harm children, stoke division, and weaken our democracy. The company’s leadership knows how to make Facebook and Instagram safer, but won’t make the necessary changes because they have put their astronomical profits before people. Congressional action is needed. They won’t solve this crisis without your help.

Yesterday, we saw Facebook get taken off the internet. I don’t know why it went down, but I know that for more than five hours, Facebook wasn’t used to deepen divides, destabilize democracies, and make young girls and women feel bad about their bodies. It also means that millions of small businesses weren’t able to reach potential customers and countless photos of new babies weren’t joyously celebrated by family and friends around the world.

I’ve worked as a product manager at large tech companies since 2006, including Google, Pinterest, Yelp, and Facebook. My job has largely focused on algorithmic products like Google-plus search and recommendation systems like the one that powers the Facebook newsfeed. Having worked on four different types of social networks, I understand how complex and nuanced these problems are. However, the choices being made inside of Facebook are disastrous for our children, for our public safety, for our privacy and for our democracy. And that is why we must demand Facebook make changes.

During my time at Facebook, first working as the lead product manager for civic misinformation, and later on counterespionage, I saw Facebook repeatedly encounter conflicts between its own profits and our safety. Facebook consistently resolve these conflicts in favor of its own profits. The result has been more division, more harm, more lies, more threats, and more combat. In some cases, this dangerous online talk has led to actual violence that harms and even kills people. This is not simply a matter of certain social media users being angry or unstable, or about one side being radicalized against the other, it is about Facebook choosing to grow at all costs, becoming an almost trillion dollar company by buying its profits with our safety.

During my time at Facebook, I came to realize a devastating truth: Almost no one outside of Facebook knows what happens inside of Facebook. The company intentionally hides vital information from the public, from the US government and from governments around the world. The documents I have provided to Congress prove that Facebook has repeatedly misled the public about what its own research reveals about the safety of children, the efficacy of its artificial intelligence systems and its role in spreading divisive and extreme messages. I came forward because I believe that every human being deserves the dignity of the truth.

The severity of this crisis demands that we break out of our previous regulatory frames. Facebook wants to trick you into thinking that privacy protections or changes to Section 230 alone will be sufficient. While important, these will not get to the core of the issue, which is that no one truly understands the destructive choices made by Facebook except Facebook. We can afford nothing less than full transparency.

As long as Facebook is operating in the shadows, hiding its research from public scrutiny, it is unaccountable. Until the incentives change, Facebook will not change. Left alone, Facebook will continue to make choices that go against the common good. Our common good. When we realized big tobacco was hiding the harms it caused, the government took action. When we figured out cars were safer with seat belts, the government took action. And when our government learned that opioids were taking lives, the government took action. I implore you to do the same here.

Today, Facebook shapes our perception of the world by choosing the information we see. Even those who don’t use Facebook are impacted by the majority who do. A company with such frightening influence over so many people, over their deepest thoughts, feelings and behavior needs real oversight. But Facebook’s closed design means it has no real oversight. Only Facebook knows how it personalizes your feed for you. At other large tech companies like Google, any independent researcher can download from the internet the company search results and write papers about what they find, and they do. But Facebook hides behind walls that keeps researchers and regulators from understanding the true dynamics of their system.

페이스북은 개인정보가 들어있기 때문에 데이터를 제공할 수 없다고 말합니다. 하지만 그건 사실이 아닙니다. 담배회사들이 필터가 붙은 담배는 소비자들에게 더 안전하다고 주장했을 때 과학자들은 독립적인 연구를 통해 그런 마케팅 문구가 맞는지 확인할 수 있었고, 그 결과 오히려 사람들의 건강에 더 위험하다는 사실을 확인했습니다. 페이스북에서는 그렇게 할 수 없습니다. 그들이 던지는 마케팅 문구를 무작정 믿는 것 외에는 다른 선택지가 없습니다. 이 기업은 자신들이 모은 데이터의 대부분을 감추는 것만이 아닙니다. 제가 공개한 자료에 따르면 아이들의 건강과 안전에 어떤 영향을 미치느냐고 내놓고 물었을 때도 페이스북은 의도적으로 호도했고, 다르게 이해할 말을 고의로 했습니다. 페이스북은 우리가 그들을 무작정 믿을 만큼의 신뢰를 얻지 못했습니다. Facebook will tell you, privacy means they can’t give you data. This is not true. When tobacco companies claimed that filtered cigarettes were safer for consumers, scientists could independently invalidate these marketing messages and confirm that, in fact, they pose a greater threat to human health. The public cannot do the same with Facebook. We are given no other option than to take their marketing messages on blind faith. Not only does the company hide most of its own data, my disclosure has proved that when Facebook is directly asked questions as important as how do you impact the health and safety of our children, they mislead and they choose to mislead and misdirect. Facebook has not earned our blind faith.

페이스북의 실제 시스템을 볼 수 없는 상태에서 그들의 하는 말을 믿어야 하는 것은 자동차를 규제하는 교통부가 고속도로를 달리는 차들을 구경만 하면서 규제하는 것과 같습니다. 오늘날 규제기관은 페이스북을 어떻게 고쳐야 할지 해결책을 갖고 있지 못합니다. 왜냐하면 규제기관들이 문제의 원인이 무엇인지 알기를 페이스북이 원치 않기 때문입니다. 그렇지 않았다면 내부고발자가 왜 필요했겠습니까? 페이스북이 어떻게 작동하는지 사람들이 확인할 수 없다면 페이스북이 (이익)충돌을 정말로 공공에 이익이 되는 쪽으로 해결하고 있는지 어떻게 확인할 수 있을까요? 이런 상황은 바뀌어야 합니다. This inability to see into Facebook’s actual systems and confirm that they work as communicated is like the Department of Transportation regulating cars by only watching them drive down the highway. Today, no regulator has a menu of solutions for how to fix Facebook, because Facebook didn’t want them to know enough about what’s causing the problems, otherwise they’re wouldn’t have been need for a whistleblower. How is the public supposed to assess if Facebook is resolving conflicts of interest in a way that is aligned with the public good if the public has no visibility into how Facebook operates? This must change.

페이스북은 우리가 지금 이야기하는 문제가 영원히 풀리지 않을 문제라고 믿기를 바라고 있습니다. 페이스북은 우리가 잘못된 선택지를 믿기를 원하고 있습니다. 페이스북은 우리가 분열적이고 극단적인 콘텐츠가 가득한 페이스북을 그대로 받아들이거나 아니면 미국의 가장 근본적인 가치인 발언의 자유를 잃거나, 둘 중의 하나 밖에 선택할 수 없다고 믿기를 바라고 있습니다. 페이스북이 어떤 선택을 하는지 대중이 감시할 경우 여러분의 프라이버시는 사라진다고 믿기를 원하고 있습니다. 여러분이 아이들의 사진을 옛친구와 공유하려면 분노로 바이럴 되는 콘텐츠의 홍수도 받아들일 수밖에 없다고 믿기를 바라고 있습니다. 여러분이 그건 어쩔 수 없이 받아들여야 할 계약의 일부라고 믿기를 페이스북은 원하고 있습니다. Facebook wants you to believe that the problems we’re talking about are unsolvable. They want you to believe in false choices. They want you to believe that you must choose between a Facebook full of divisive and extreme content or losing one of the most important values our country was founded upon, free speech. That you must choose between public oversight of Facebook’s choices and your personal privacy. That to be able to share fun photos of your kids with old friends, you must also be inundated with anger-driven virality. They want you to believe that this is just part of the deal.

저는 여러분께 그건 사실이 아니라고 말씀드리기 위해 이 자리에 나왔습니다. 이건 풀 수 있는 문제입니다. 안전하고, 발언의 자유를 보장하는, 그리고 더 즐거운 소셜미디어는 가능합니다. 하지만 제가 공개한 정보에서 여러분이 꼭 아셨으면 하는 게 하나 있습니다. 페이스북은 바뀔 수 있지만, 스스로 하지는 않는다는 것입니다. 제가 우려하는 것은 이겁니다. 우리가 아무런 행동을 하지 않으면 우리가 지금 목도하는 분열적이고 극단적인 행동은 겨우 시작에 불과하다는 것입니다. 우리가 미얀마에서 목격했고, 지금은 에티오피아에서 목도하고 있는 일은 너무나 끔찍해서 아무도 결론을 읽고 싶어 하지 않는 이야기의 첫 장에 불과합니다. I am here today to tell you that’s not true. These problems are solvable. A safer, free-speech respecting, more enjoyable social media is possible. But there is one thing that I hope everyone takes away from these disclosures, it is that Facebook can change, but is clearly not going to do so on its own. My fear is that without action, divisive and extremist behaviors we see today are only the beginning. What we saw in Myanmar and are now seen in Ethiopia are only the opening chapters of a story so terrifying no one wants to read the end of it.

Congress can change the rules that Facebook plays by and stop the many harms it is now causing. We now know the truth about Facebook’s destructive impact. I really appreciate the seriousness, which the members of Congress and the Securities and Exchange Commission are approaching these issues. I came forward at great personal risk because I believe we still have time to act, but we must act now. I’m asking you, our elected representatives, to act.
